Safe harbor

A legal provision that protects companies from liability if they follow specified practices. SB24-205 included a Colorado rebuttable-presumption model tied to recognized risk management frameworks such as NIST AI RMF; after SB26-189, that work should be treated as historical or reusable governance evidence unless counsel confirms a current legal effect. Safe harbors reduce but do not eliminate legal risk.
