A company that builds and distributes an AI system for others to use. Developer obligations vary by regulation but often include documentation and transparency requirements. For example, California AB 2013 requires training data disclosure, while Colorado SB26-189 requires covered ADMT developers to provide technical documentation to deployers and notify them of material updates or modifications.
